The introductory words of epistles are unique in the sense that they typically do not contain main verbs. Such is the case in this passage where the only verb is in a relative clause (and thus not the main verb). Instead of normal verbal ideas, the text presents us with the senders, the recipients, and a blessing. Still, we can think how these pieces fit together with Bracketing.
